The Rockies are adding a second team this season in the Dominican Summer League, an investment in player development at the lowest level of their farm system that could result in more Latin players reaching the majors. Rolando Fernandez, the Rockies’ vice president of international scouting and player development, said the Rockies have been signing more Latin players, “and we need a place for them to play. Keith Hessler

Left-handed reliever Keith Hessler, who has had big-league time with the D-Backs and Padres, has signed a minor-league contract, according to the independent Atlantic League. Hessler finished up his 2017 season pitching for the Atlantic League Somerset Patriots, where he struck out 13 batters in 13 1/3 innings over 13 regular-season appearances.
